Decision on strikes into Russia unlikely to come after Biden-Zelensky talks — The Times

LONDON, September 23. /TASS/.US President Joe Biden is unlikely to announce a decision on allowing the use of Western-made weapons for strikes deep into Russian territory after his meeting with Ukrainian President Volodymyr Zelensky on September 26, according to a report by The Times, citing unnamed sources.

An unnamed NATO diplomat mentioned that the decision will ultimately be made between the US and the UK. However, the major issue for Western nations is the uncertainty surrounding Russia’s “red lines.” The diplomat noted that the level of threat from Russia has "never been so high."

The report also highlighted that even if strikes deep into Russian territory were authorized, they are unlikely to change the course of the conflict, as Russia has already relocated its aircraft and missile systems beyond the range of Western-made weapons currently in use by Ukraine. Instead, Ukraine may benefit more from the expanded use of long-range drones and increased localized production.

Military experts and diplomats interviewed by *The Times* agreed that Ukraine faces significant challenges in pushing back Russian forces in the medium term. One source emphasized that any negotiations in the future would be "very, very, very difficult and painful for Ukraine."
